CAS is currently seeking a Government Business Development Manager. This position will be based in the U.S.


Position Summary

The Government Business Development Manager is responsible for the sale of customized solutions for high potential opportunities and strategic accounts.  The position reports to the Assistant Director, Sales, responsible for CAS Custom Services.  The successful candidate will have sufficient knowledge of chemistry and CAS Custom Services capabilities to effectively manage business development and proposal efforts.


Job Duties:

  • Identify, qualify, and win new business opportunities with the US Federal Government. 
  • Leverage and build relationships with federal agencies and with potential partner organizations.
  • Attend BD networking opportunities, including association events, career fairs, workshops, and seminars, etc.
  • Assist in marketing efforts to promote company services and capabilities to current and potential clients, partners, and consultants.
  • Conduct and/or oversee research on competition, spending trends, and potential partners.
  • Support strategy development and capture efforts.
  • Serve as the bridge between the client and CAS Custom Services to facilitate the creation and execution of the solutions that are achievable, profitable, and differentiated from the competition.
  • Anticipate and drive development of additional CAS custom services
  • Follow the established sales process and consistently utilize the CRM to document prospect interaction, ensuring efficient lead management.
  • Assist with creation of business cases to showcase value of differentiated customized solutions
  • Lead development of teaming agreements, evaluation of RFPs, preparation of written proposals, price-to-win strategies, and responses to government interrogatories  


Job Requirements:

  • Must be fluent in spoken and written English.
  • Bachelor’s degree in chemistry related fields, rich history with chemical applications or cheminformatics, advanced degree preferred.
  • Technical knowledge of science, information/intellectual property and IT solutions service delivery in federal agencies is desirable.
  • 8 years of experience in US federal government business development and proposal management.
  • Successful record of closing federal deals.
  • Expertise in the mission objectives, program operations and business processes of Federal agencies, and be intimately familiar with procurement and acquisition lifecycle processes that drive the Federal capture process.
  • Demonstrated ability to establish and maintain effective working relationship with supervising personnel, co-workers, supervisees, business professionals, and the general public.
  • Demonstrated ability to oversee and manage multiple proposal and capture efforts simultaneously and provide advice and guidance in a timely fashion.  
  • Demonstrated ability to exercise good judgement and communicate effectively orally and in writing.
  • Ability to conceptualize customized service solutions.
  • Willingness to travel domestically.
